Assange, Ecuador, and the Swedish Legal System ? M?rten Schultz.

The British Foreign Secretary William Hague was refreshingly clear when he addressed Ecuador?s decision to grant Wikileaks spokesperson Julian Assange asylum to protect him from being extradited to Sweden. He expressed his disappointment at the decision and summarized the case succinctly: ? It is important to understand that this is not about Mr Assange?s activities at Wikileaks or the attitude of the United States of America. He is wanted in Sweden to answer allegations of serious sexual offences.?

The last sentence is important but the fact it expresses seems to have been forgotten by most people, including the Government of Ecuador. The reason why Swedish authorities has asked that Mr. Assange should be extradited has nothing to do with Wikileaks or the work Mr. Assange has done for Wikileaks. In fact, before Wikileaks became a megaphone for Mr. Assange?s personal legal problems I think that most Swedish people, and especially so Swedish media, were very favorable towards the Wikileaks project.

During Mr. Assange?s visit to Sweden ? a visit that apparently came about because of the solid reputation of Sweden?s freedom of speech law that Wikileaks had taken an interest in ? events occurred that no one except of Mr. Assange and the two women that subsequently accused him of criminal activities can know anything about. What we do know, however, is that the allegations of one of the women ? that Mr. Assange had sex with her when she was asleep without her consent ? could be characterized as rape under Swedish criminal law. Yes, this falls under the section of rape in the Swedish Criminal Code. From what I understand Swedish criminal law does not differ in this definition of rape from most other countries in civilized legal orders.

These are the allegations, they are serious and they are treated seriously. Rape allegations are always treated seriously, or at least they should be. Sweden has used the European Arrest Warrent (EAW) to bring alleged rapists to the Swedish legal system most if not all years since the EAW came into force and it did the same in this case after Mr. Assange decided he did not want to co-operate fully with the investigation. He is at this time only wanted for questioning on the allegations. Whether the allegations are true is a different story. So is the Wikileaks project and the work Mr. Assange has carried out as a spokesperson for that project. However, as a result of Mr. Assange?s legal strategy in the rape case, the two will now forever be intertwined.

Will Mr. Assange be extradited from Sweden to stand trial in the U.S. if the extradition process goes through as it is supposed to? That is a question no one can answer today. There is no formal request from the U.S. and before there is a formal request it is impossible to assess what the result of such a request would be. (Sweden would never extradite someone that risks the death penalty, for instance.) Also, the construction of the EAW does not allow for Sweden to extradite Mr. Assange to the U.S. without the approval of the U.K. The power to decide over such a request from the U.S. would still be in the hands of the British authorities. Just as it has been for the last years.

What kind of legal system will Mr. Assange face if he is brought here? Sweden?s legal system, as a whole, is solid, fair, and just. But no legal systems are perfect. In fact Sweden is at this very moment in the process of a serious debate on the quality of the legal process, brought about by trustworthy accusations that Sweden?s most well-known serial killer ? Thomas Quick ? might not be a killer at all, but simply a liar. The result of this debate will hopefully make Sweden an even stronger legal system than it is today.

The upshot is this: Like all legal orders Sweden has its flaws, but it is still, in the words of Foreign Secretary Hague, ? a country with the highest standards of law and where [Assange?s] rights are guaranteed?. You don?t have to take my word, or even the word of Foreign Secretary Hague, on this. According to The World Justice Organization?s Rule of Law Index Sweden ranks among the most robust legal orders in the world, with the lowest levels of corruption and the highest degree of protection of fundamental rights. In fact according to this survey Sweden should probably be awarded the title Rule of Law Champion of the World. Ecuador, by contrast, is not included in the index.

SAN ANGELO, Texas ? As expensive as health care is today, it is no surprise that many families cannot afford health insurance.

San Jacinto School Health Clinic and Family Wellness Center ? a collaborative effort of Angelo State University?s College of Health and Human Services and the San Angelo Independent School District ? provides behavioral health services for children from birth to 18 years old regardless of the families? ability to pay.

It began in 1994 as a clinic providing primary health care but has recently transitioned to behavioral health.

Today the clinic?s services include testing, individual psychotherapy, child and adolescent counseling, and family therapy. The clinic also is expanding its services to parenting and substance abuse groups.

At its conception, Dr. Leslie Mayrand, dean of what was formerly known as the department of nursing at ASU, wrote a grant proposal for a school-based clinic. ?At the time, 85 percent of children in the San Jacinto community had no medical home,? Mayrand said. She partnered with Linda Ferguson-Bender, faculty coordinator, who was ?instrumental to the program,? Mayrand said.

?It was an excellent service to our community as well as an opportunity for our nursing students,? Mayrand said. She said it helped increase the focus on school nursing.

Now, responding to a gap in care, the clinic has shifted to focusing on behavioral health.

?There is not any growth for mental health care in children and adolescents in this area,? Mayrand said. The clinic recently hired Bill Erving, licensed professional counselor, who has been practicing for 25 years and has had experience conducting court and custody evaluations.

In addition, the Texas Department of State Health Services recently awarded ASU?s College of Health and Human Services a $75,000 grant. The grant will go toward hiring a master?s level social worker for the San Jacinto Health Clinic as well as research on depression and attention deficit hyperactivity disorder.

?Our goal is to expand and provide new services that are not available in the community,? said Dr. Scott Storm, clinical psychologist at the clinic.

Storm, 43, was hired about seven years ago to integrate behavioral health into the medical program.

He sees about eight to 10 patients daily, spending an hour or more with each.

The two exam rooms that Storm uses were made to help children feel comfortable. In what he calls ?sand play therapy,? Storm said most children go in and need no instruction. The rooms are full of stimuli such as toy cars, dinosaurs, dollhouses, animal stickers on the walls, basketballs, baseballs and art materials. The children ?express themselves through play, through music, through art,? said Storm. He treats his patients by observing their behavior. ?Sometimes to form an alliance with these kids, we just can?t stay inside,? Storm said.

SAISD Superintendent Carol Ann Bonds said, ?A child may not look physically sick ? we have to be vigilant in trying to help young people ? cope with their world.?

Bonds and Storm commend Mayrand for keeping in operation one of the few remaining school-based clinics in the state ? and even in the nation. Storm said Mayrand has fought hard ?to weather the economy and changes in health care to help this place stay open.?

The San Angelo Health Foundation has helped fund the clinic, along with numerous other health needs. The foundation ?is a real pillar to this community. ? They seem to always be there for everybody,? Storm said.

Bonds says the symbiotic relationship between ASU?s College of Allied Health and SAISD has been ?a marvelous partnership.? Mayrand agrees that the relationship has been the key to the clinic?s success through the years.

Now the clinic is focusing on behavioral health services, which Storm has seen become more necessary with the progression of the gradual breakdown of the nuclear family. ?For a while it was single moms bringing in the kids, then it was grannies. ? Now a lot of them are brought in by the state ? kids come in shackled and in orange jumpsuits,? he said.

Mayrand is aiming to shift their health care to focus more on prevention of behavioral problems.

Storm said the clinic?s main goal is to fill gaps in mental health care for the community. ?We?re not trying to compete with anybody, but trying to nurture a collaboration. ? We do our best to consult with local pediatricians,? he said.

Obama mocked for softball interviews

Republicans are taking President Obama to task for evading public questioning by the White House press corps for more than eight weeks, while instead granting a series of interviews to entertainment media outlets with whom he discussed largely frivolous subjects.

A new web video by the Republican National Committee asks, "why is Obama avoiding the White House press corps?" It features a clip of Obama campaign spokesman Ben LaBolt insisting that the president has fielded substantive questions during interviews with local media on his swings through battleground states.

"I wouldn't assume that if he's in a local market that the reporters' questions will be any less serious," LaBolt says.

Cue the KOB-FM radio interview with Obama that aired this morning in Albuquerque, N.M.

The president fielded no substantive questions on news of the day or matters of policy. Instead, he discussed his favorite type of chili, iPod playlist, a desired superpower, and Carly Rae Jepsen's hit single, "Call Me Maybe."

Asked about Obama's streak of lighter interviews, including sit-downs with Entertainment Tonight and People Magazine, White House spokesman Josh Earnest said today that the president has also been accessible to members of the local and national press, including at an official Oval Office bill signing in the past week.

"The president has spent a lot of time answering questions from journalists all across the country. The president's spent a lot of time talking publicly about the issues that he thinks are at stake in this election and are worthy of an important political debate about the future of the country. And that is something that he feels a responsibility to do," he said.

As for whether the interviews risk making the president appear out of touch with the nation's serious economic issues, Earnest dismissed the notion.

"Anybody who has listened to what the president has said on the - on the campaign trail - the president over the course of this week has done three and four events a day where he's talking about issues that he thinks are at the top of the political agenda, that are so critical to the future of this country," he said.

Obama last took questions from the White House press corps at a news conference during the G20 summit in Chicago in June. His last formal White House news conference was on March 6.

Having a will does not make it valid.? If you have gotten married, had children or adopted children since creating your last will, your will may be invalid.? Check with your local probate court or an estate planning attorney to see if your will is up-to-date.

The legal requirements for a will in Georgia are:? you must be at least 14 years old, be of sufficient mind and memory that you are creating a document to distribute your property after you die, the will must be in writing, and the will must be signed by you and witnessed by at lease two people who are not recipients of your property distributed by the will.

A letter of last instruction is typically used to let heirs know your wisher regarding funeral and burial instructions.? Some people use it to let family members know how they feel about particular issues regarding their assets.? Unlike a will, it is not a legally binding document.

Lollapalooza evacuated because of thunderstorm

CHICAGO (AP) ? Police evacuated tens of thousands of concertgoers from the Lollapalooza music festival on Saturday before a powerful thunderstorm swept into downtown Chicago and pelted the outdoor venue with rain.

The event was indefinitely suspended at 3:30 p.m. after a severe thunderstorm warning was issued, said police spokesman Darryl Baety.

The estimated 100,000 fans at the sold-out show left Grant Park calmly as they were led to evacuation and shelter sites in underground parking garages along Michigan Avenue.

Day two of the three-day event, which concludes Sunday, was supposed to culminate with the Red Hot Chili Peppers rocking out on the main stage. Concert organizers said Saturday's show would resume if and when it's deemed safe to do so.

"Due to an approaching storm and warnings from the National Weather Service (NWS), Lollapalooza organizers have suspended the festival until further notice," said an announcement on the concert website and sent by text message to those who downloaded the festival smartphone app.

"Lollapalooza officials are continuing to ... monitor weather conditions and determine when the park is safe for festival-goers to return," it said.

Video screens at the venue also displayed evacuation announcements.

Shelby Meade, a spokeswoman for promoter C3 Presents, said the company regretted having to suspend the show.

"Our first priority is always the safety of our fans, staff and artists," Meade said.

'Wi-Fi radar' spots motion through walls

Kevin Chetty of University College London's Department of Security and Crime Science performs research on what could be considered a kind of Wi-Fi radar. By detecting minute changes in the radio waves traveling through the air, the system can detect movement through a foot-thick brick wall.

The ubiquitous Wi-Fi signals being beamed out by wireless routers and laptops change their frequency very slightly when bouncing off a moving object. This example of the?Doppler effect is similar to how the sound of a siren seems to go from high to low back to low?as it passes by. Instead of changes in the frequency of?sound waves, this is a change in the frequency of radio waves.

The system is about the size of a suitcase and doesn't emit any waves itself, meaning it can't be detected ? so it's stealthier than devices that emit X-rays or another form of radiation. Its two antennas work together, one that?monitors the baseline radio waves and one that looks for changes in them. The system?can locate an object to within a couple feet, and can determine whether it's moving and in what direction.

If someone is standing still, though, they may as well just be furniture. For now, the system can only detect objects in motion. But another researcher on the project, Karl Woodbridge, says that it improvements could be made that could detect a person's breathing, allowing it to find stationary people. Of course, if the router turns off, the radio waves go away, and the system can't see anything.

The UK Ministry of Defence is interested, naturally, and has commissioned a study to see whether the Wi-Fi radar could be used to scan buildings before soldiers or police enter them. The paper, "Through-the-Wall Sensing of Personnel Using Passive Bistatic WiFi Radar at Standoff Distances," was published in a recent IEEE journal.
