S&P: budget will not impact India's sovereign ratings

MUMBAI (Reuters) - Standard & Poor's said on Thursday India's budget for the 2013/14 fiscal year would have no impact on the country's sovereign credit ratings, warning there was potential for the government to exceed its budgeted spending.

S&P also said there had been "little progress" in structural reforms to reduce the "vulnerability" in the government's fiscal position.

S&P last year cut its outlook on India's "BBB-minus" sovereign ratings to "negative," threatening to push the country into sub-investment category.

'Fat worms' inch scientists toward better biofuel production

Tuesday, February 26, 2013

Fat worms confirm that researchers from Michigan State University have successfully engineered a plant with oily leaves -- a feat that could enhance biofuel production as well as lead to improved animal feeds.

The results, published in the current issue of The Plant Cell, the journal of the American Society of Plant Biologists, show that researchers could use an algae gene involved in oil production to engineer a plant that stores lipids or vegetable oil in its leaves ? an uncommon occurrence for most plants.

Traditional biofuel research has focused on improving the oil content of seeds. One reason for this focus is because oil production in seeds occurs naturally. Little research, however, has been done to examine the oil production of leaves and stems, as plants don't typically store lipids in these tissues.

Christoph Benning, MSU professor of biochemistry and molecular biology, led a collaborative effort with colleagues from the Great Lakes Bioenergy Research Center. The team's efforts resulted in a significant early step toward producing better plants for biofuels.

"Many researchers are trying to enhance plants' energy density, and this is another way of approaching it," Benning said. "It's a proof-of-concept that could be used to boost plants' oil production for biofuel use as well as improve the nutrition levels of animal feed."

Benning and his colleagues began by identifying five genes from one-celled green algae. From the five, they identified one that, when inserted into Arabidopsis thaliana, successfully boosted oil levels in the plant's leaf tissue.

To confirm that the improved plants were more nutritious and contained more energy, the research team fed them to caterpillar larvae. The larvae that were fed oily leaves from the enhanced plants gained more weight than worms that ate regular leaves.

For the next phase of the research, Benning and his colleagues will work to enhance oil production in grasses and algae that have economic value. The benefits of this research are worth pursuing, Benning said.

"If oil can be extracted from leaves, stems and seeds, the potential energy capacity of plants may double," he said. "Further, if algae can be engineered to continuously produce high levels of oil, rather than only when they are under stress, they can become a viable alternative to traditional agricultural crops."

Moreover, algae can be grown on poor agricultural land ? a big plus in the food vs. fuel debate, he added.

"These basic research findings are significant in advancing the engineering of oil-producing plants," said Kenneth Keegstra, GLBRC scientific director and MSU University Distinguished Professor of biochemistry and molecular biology. "They will help write a new chapter on the development of production schemes that will enhance the quantity, quality and profitability of both traditional and nontraditional crops."

Good as Gold

GOLDEN BOY Theo James as Walter Clark Jr. in Golden Boy

Every procedural needs a gimmick these days, and Golden Boy, the new cop drama from CBS that premieres Tuesday night, has a doozy: It transports viewers into the future. Each episode begins and ends with a flash-forward to the time, seven years hence, when 34-year-old Walter Clark (Theo James) is installed as New York City?s youngest police commissioner. After landing this exalted position at an impossibly early age, Clark seems weary and scarred. The series promises to reveal how he came to possess the high office, prematurely gray hair, and a pronounced limp.

Clark is a former street kid who grew up with an addict mom, an absent father, and a troubled younger sister. After only three years on the beat, an act of heroism allows him to parachute into the homicide division, where he serves alongside far more experienced detectives. Seven years from now, Clark will be the city?s top cop. Does he get there thanks to shrewd political maneuvering, exemplary police work, or low-down dirty tricks?

Judging from the first few episodes, the answer is ?all of the above.? Clark can be a suck-up and a shameless publicity hound, but he has the makings of a good cop, especially when he listens to his new partner, Don Owen (Chi McBride). If Clark is a show pony, Owen is a workhorse. Just two years shy of retirement, Owen is already making plans for a new life in Florida, but the chance to shape the career of a talented but impulsive young detective revives his own ambition. There?s something comfortingly old-fashioned about this mentor-mentee relationship. For all his drive, Clark still has a lot to learn, and it?s a sign of his potential that he quickly realizes he should heed Owen?s advice.

Of course, not all of Clark?s colleagues in the homicide division are overjoyed to have a new star in their midst. Christian Arroyo (Kevin Alejandro), homicide?s alpha dog until the pup showed up, is threatened by the young upstart. Arroyo?s attempts to sideline Clark?s progress are just as much a part of his education as Owen?s morality tales. They?re the angel and devil on the young cop?s slender shoulders.

Golden Boy?s creator, Nicholas Wootton, says he got the idea for the show while watching The Social Network, a movie about how ferociously ambitious young men with big ideas can overturn long-established ways of doing business. Successful tykes are currently having a moment on television?think singer Juliette Barnes ruling the charts on ABC?s Nashville or reporter Zoe Barnes raising hell on Netflix?s House of Cards. But the Barneses work in fields that have been revolutionized by the Internet. In music and journalism, YouTube, digital downloads, and blogging have smashed career ladders into firewood. So far at least, police work has escaped disruption. No matter how talented, well-connected, or entrepreneurial they may be, detectives are still expected to earn their bones on tough cases. Fortunately, the investigations that provide Clark?s life lessons are as accomplished as you?d expect from Wootton, who spent 11 years on NYPD Blue and a couple of seasons at Law & Order.

Perhaps because he?s 28 and as fit as a fiddle (his best-known role to date is Downton Abbey?s Kemal Pamuk, the Turkish gentleman who died in Lady Mary?s bed), James has to slather on aging makeup and affect a broken gait just to pass for a man in his mid-30s. Consequently, there?s something not quite convincing about the scenes set in the future. And the New York City of 2020 looks a lot like the 2013 version, other than the completed Freedom Tower at 1 World Trade Center, visible from the commissioner?s office.

As much as I would?ve loved to see Manhattanites kitted out in Google Glass, Golden Boy is about the past, not the future. Clark?s journey matters more than his destination. It?s an old-fashioned, low-tech case-of-the-week exploration of the ?give me a boy at 7, and I?ll show you the man? philosophy that fuels Michael Apted?s 7 Up series of movies: Give me the golden boy at 27, and I will show you the 34-year-old man in the corner office of 1 Police Plaza. When I look into my own future, I see years spent watching Walter Clark grow up, one hour at a time.

Is Active Learning All It's Cracked Up to Be? | Teaching nonmajors ...

iclicker2 on notebook

iclicker2, ready for action. (Photo by M. Hoefnagels)

I just learned of an article that should interest anyone contemplating the power of active learning. The title of the article is Active Learning Not Associated with Student Learning in a Random Sample of College Biology Courses, and it appeared in the Winter 2011 edition of CBE Life Sciences Education. I?ll leave you to read the full article if you?d like, but the point is that active learning, in and of itself, doesn?t automatically produce learning gains. The authors write: ?Our ? most important result was that we did not find an association between the weekly frequency of active-learning exercises used in introductory biology courses and how much students learned about natural selection.?

Why the difference between their result and the large number of previous studies reporting success using active learning methods? The authors attribute the discrepancy to the population of teachers being studied. That is, most studies on active learning use classes taught by instructors with extensive experience in science education, whereas this one was based on a nationwide sampling of biology teachers as a whole. Therefore, the instructor?s skill at using the techniques may be more important than the techniques themselves. The authors conclude: ?These results imply active learning is not a quick or easy fix for the current deficiencies in undergraduate science education. Simply adding clicker questions or a class discussion to a lecture is unlikely to lead to large learning gains.?

Upon reflection, this result is not surprising. Think about the pencil, a tool that can be used to write amazing literature or pointless drivel. Or think about the dreadful PowerPoint presentations you have endured ? you know, the type that inspired the phrase ?Death by PowerPoint.? Used poorly, PowerPoint presentations can be maddeningly dull. But they don?t have to be; in the hands of a charismatic speaker who uses it well, PowerPoint can add excitement and visual interest to any presentation.

Active learning techniques are no different. They can be useful tools, but only when used in conjunction with the other requirements for effective teaching. In my opinion, these are a deep knowledge of (and passion for) the subject; respect for students and their current state of knowledge; and a way to connect with students so that they?ll want to move from ?I don?t get it? to ?Ah ha! That?s it!?

Like many teachers, I struggle to find questions and activities that help me make that elusive connection with my students. That?s why I take every opportunity to observe and talk to experienced teachers in biology, allied health, and other disciplines. It?s hard to step outside your comfort zone to try something new, but it?s only through practice that you can build the skills necessary to engage your students in real learning. Keep careful notes about what works and what doesn?t work; I suggest typing notes directly into your PowerPoint slides immediately after class, so you?ll see them the next time you teach. And don?t be afraid to make adjustments mid-semester if things don?t work out as planned.

CSN's Ratto: Manti Te'o is the next Tim Tebow

The NFL Combine grinds out its 40 times every day, and the good ones make otherwise rational people effervesce. The bad ones make people tut-tut in disapproval, as though a bad 40 time is an admission of systematic embezzlement.

And then there was Manti Te?o 4.82 Monday, which promptly brought the question of his sexuality back into play.

Now that, children, is some litmus test.

It took awhile to sort out its significance, because as with everything else he will ever do, his much alleged homosexuality and bizarre fake girlfriend saga have commingled with his ability as a player, and a 4.82 40 time means he isn?t perceived to be nearly the player his admirers wish him to be.

[MAIOCCO: Whispers from Indianapolis -- Harbaugh-Ertz reunion?]

And forgive us for this, but he is becoming the next Tim Tebow, modified to take in differing circumstances. We?ll explain that momentarily.

Te?o?s slow 40 time has now made it that much easier for teams to avoid the issue entirely. And there are lots of things that ?issue? can be, as in:

??????? Asking someone outright if he?s gay, with the same artlessness Miami general manager Jeff Ireland showed when he asked Dez Bryant if his mother was a prostitute.
??????? Making alleged homosexuality an issue because of ?what it might do to the locker room.? The subject has actually been tested many times, just surreptitiously, and to date no team has been destroyed by it. At least not so anyone says. But old fears die hard.
??????? Avoiding a media ?circus,? as though Te?o isn?t going to bring one wherever he goes anyway. The ?circus? will follow him about because, well, because this is his turn in the barrel, and that?s the way it goes in Fame City.

Monday?s debate was how many teams wanted to know if Te?o is gay, as proffered by Pro Football Talk. The answer is probably 32, because football people want to know everything, just so they can say they had no idea about it later.

The response to that was a brief and spirited debate about where a potential employer?s rights end and a potential employee?s right to privacy begins. Most pure football fans dismissed that as irrelevant to the greater point, which is that they want to know if Te?o is gay, as well.

But the 4.82 mooted all of it. Now teams that were on the fence about him can pass and use his combine time as the shield. Teams that wanted him can find a faster linebacker and skip the hard part. And the teams that really wanted him can now reference the Tebow-In-Denver experience and say, ?What exactly are we getting here??

Then they can reference the Tebow-In-New-York experience and say, ?Well, we definitely don?t want that.?

And the truth is, nobody knows what Te?o brings, good or bad. Speed alone does not determine a linebacker?s worth, though it indubitably helps. There are other measurables, and besides, coaches love to go on and on about ?intangibles,? usually in a context of, ?I see them, you don?t, and I?m smarter than you.? Te?o may have them. Tebow surely has some.

Tebow, however, has been a barely mitigated disaster despite them. He can?t effectively play the position he wants to, he worked for a team president who actually played the position and knows the vast difference between where Tebow is and where it is, he went to the worst possible team to try and prove the first guy wrong, and now his very name makes most non-residents of Bristol, CT, cringe.

And Te?o is now in a similar situation for a completely different reason. People will take whatever playing shortcomings he may have and mix them into a concoction that subtly but perceptibly takes into account his sexuality, whatever it might be. He has said repeatedly that he is straight, and the clear answers, that it doesn?t matter and is really none of our business, are not going to be applied, ever. He grew up in a bad time twice, in which sexual preference is still too often a silent disqualifier in athletics, and in which nobody?s word is good any more because too many people have lied too many times for too many reasons for anyone to be truly trusted.

But he?ll always have that bad 40 time ? a famous time in a bad litmus test in an overblown circumstance ? just to make his life even more complicated. What Monday did merely got a few more teams off the horns of their self-made dilemmas. It did nothing whatsoever for him.

MIT algorithms teach robot arms to think outside of the box (video)

MIT algorithm teaches robots to think outside of the mechanical box video

Although robots are getting better at adapting to the real world, they still tend to tackle challenges with a fixed set of alternatives that can quickly become impractical as objects (and more advanced robots) complicate the situation. Two MIT students, Jennifer Barry and Annie Holladay, have developed fresh algorithms that could help robot arms improvise. Barry's method tells the robot about an object's nature, focusing its attention on the most effective interactions -- sliding a plate until it's more easily picked up, for example. Holladay, meanwhile, turns collision detection on its head to funnel an object into place, such as balancing a delicate object with a free arm before setting that object down. Although the existing code for either approach currently requires plugging in existing data, their creators ultimately want more flexible code that determines qualities on the spot and reacts accordingly. Long-term development could nudge us closer to robots with truly general-purpose code -- a welcome relief from the one-track minds the machines often have today.

Blog Promotion Houston ? Article Marketing And Its Many Benefits ...

Article marketing doesn?t seem difficult at first. After all, there should be no problem with writing an article and submitting it to a directory? Writing quality articles is not easy, but the results are worth it. However, you have found this article, which contains some excellent tip on how you can dramatically improve your article marketing attempts.

One way that you can ensure you are relating to your readers on a personal level is to write as though you were speaking with a friend. Doing this will make your content seem more personal and less bland and formal. Begin today by adding that relaxed feel to your posts, to make them more like a conversation.

Instead of trying to tackle a broad range of topics, consider narrowing your focus to include a niche. By working in an area that hasn?t already been inundated with other article marketers, you will find that you are more successful. Doing so helps to establish yourself as an original player in the market and an expert in the subject.

Create a catchy title so that people will click on your article rather than someone else?s. Article writing is a vast market; strive to be unique so you get noticed.

Make sure you make the best use of all of the top article directory sites. Take your original article and submit it to the article directory that you think is best. After this is done, put a different spin on the same article, adjust the content to fit, and submit it to a different directory. This keeps your content unique, and will ensure that your articles show up in searches.

Write from your own voice, from your own heart. If you are not versed in doing this, consider giving yourself creative writing exercises until you learn how to do this. If you are unable to write without using a dictionary or thesaurus for a majority of the article, you probably should not submit it. The audience will know that the content is not you speaking and will most likely avoid reading any more of your content.

You can use your articles to help inform other people of useful solutions. If you see that certain problems keep cropping up in your market space, put out articles detailing your own solutions to make your impact.

Add Twitter and Facebook plug-ins that automatically share your new content. You will appreciate the automation if you generate significant amounts of content daily. Twitter can be a time-consuming effort, so having a program that will do it for you is essential.

It is crucial to have at least two eZinearticles accounts to help gain exposure. Use different pen names under multiple accounts, and continue to offer quality content. Even if you are using different author names, try to stick with the same keywords on all your articles.

You can get paid by many websites that post your articles for each view or click that an article receives. With all the different choices, you should have no problem making money writing articles online. The earnings can be very rewarding.

Use a variety of writing levels and vocabulary in your articles. Technical products should include technical writing. That said, putting the information in layman?s terms could help introduce people to the product, as well. Respect and credibility will be achieved by indulging your audience.

Including a strong, attention-grabbing opening in each article is essential. There are many different strategies for grabbing a reader?s attention, so use the one that works best for the situation at hand.

Offer incentives for newsletter sign-ups, such as a free report. You can write this yourself or hire someone to write it for you. This will possibly entice customers to receive email marketing from you. The article needs to provide relevant information related to your product and industry.

Make your articles your own. Tell some anecdotes, adopt a friendly tone and write about your experiences and feelings so your readers can relate to you. Let your honest, individual style express itself in your articles. Readers will appreciate your effort and will be more inclined to return.

When you first begin article marketing, target longtail keywords. By doing this, you can start to see what it is like to have your article at the top of search engine results pages. In addition, most of these keywords get searched fifty or sixty times during each month, so you could get some order is you are marketing a particular product or service.

When writing articles, keep in mind that the article needs to be informative and entertaining. Try to keep your writing style upbeat and friendly. Introduce your technical information so everyone can understand if you want your complex articles to remain friendly. Don?t bore your readers ? they will go away.

Do not use an instant writing service in order to market your business. While you can generate many articles quickly this way, it doesn?t mean they will be of high quality. A lot of services won?t even provide you articles with proper English. Writing content on your own is a much better option.

Use catchy headlines, but avoid hype. Don?t ever write a title which promises more than you can truly give. Value added content can go a long way in helping to gain credibility from your readers. This lets readers know what they are getting.

Include a brief summary, which should engage the reader to continue to the end of the text. A couple ways to lure readers in is to pose a question in the title and answer it in the article, as well as promise that you will solve some problem they have. You will notice results when people select your articles.

Writing articles can be fun, and even better, can interest people enough to buy your products. Take these tips and use them in your article marketing strategy to increase readers and ultimately buyers. Articles provide an effective way to accomplish your Internet marketing if you apply the good principles found here.

CoreAlign From the Perspective of a World Champion 800m Runner ...

By Diane Cummins, 800m Olympic Champion 2012 Women?s Age 35 ? 39 and 10x Canadian National Champion

I am a runner, and I love CoreAlign. As an Olympic athlete it may be hard to believe that CoreAlign has taught me more about how to run and about my athletic strengths and weaknesses than any other form of exercise I have done to date. The exciting aspect of CoreAlign is that you can?t cheat. You can?t hide from your weaknesses, and you can?t fake your strengths or lack thereof I soon found out.

Through CoreAlign, I learned what is needed to get to the finish line stronger and faster without having to ?try harder?.

CoreAlign is a set of hundreds of exercises incorporating every day functional movements that require the recruitment of the appropriate muscles in sequence to perform the task efficiently and correctly. Through what appears to be some basic exercises, I have built a foundation of strength, balance, and flexibility, all of which were previously lacking in my training program. This addition to my training program has a strong correlation with improved running performance and decreased running related injuries.

The principles and theory behind CoreAlign directly relate to running and running form. I have found them to be extremely beneficial in the following ways:

  1. I have learned how to use the ground as a source of ENERGY, effectively moving me horizontally with a stronger, more powerful stride.
  2. I have learned that being able to stand BALANCED and strong on one leg helps me be more stable while in the running stride, and more efficient in transferring my body weight to the other leg in the running stride pattern.
  3. I have learned that SYMMETRY is important for overall performance. It lends to good technique especially in a fatigued state. Good technique creates efficiency in movement, which ultimately leads to faster times at easy efforts. Good symmetrical running technique/form needs to be executed repetitively over time or distance to avoid compensations that could lead to injuries.
  4. I have learned that the small STABILIZING MUSCLES we often ignore in strength workouts are as important as the big powerhouse ones that make us move. Developing strong, correct and effective use of the stabilizing muscles can prevent some of the more common running injuries.
  5. I have learned that STRENGTH is not necessarily defined by how many times I can lift my body weight but rather the ability to execute functional movements pain free with efficiency and then repeat.
  6. I have learned that FLEXIBILITY is required for full range of motion in the running stride and it can prevent muscle tension leading to aches, pains and injuries.
  7. I have learned that a STRONG CORE can be developed through all exercises and not just by doing sit-ups every day. Core strength is a functional necessity that cannot be ignored by any runner.

The exercises in CoreAlign have helped me become a more efficient, stronger runner with fewer injuries, which in the end, has been a far more enjoyable overall experience.

I have definitely gained a lot from CoreAlign by making it a part of my training schedule on a regular basis.? I encourage you try it out and discover a deeper understanding of running, and of the running potential you never thought possible.

(AP) ? Hollywood's latest films performed tepidly at the box-office on Oscar weekend, with Melissa McCarthy's "Identity Thief" returning to the top spot in its third week of release.

The Universal comedy earned $14.1 million on the weekend, according to studio estimates Sunday, enough to regain the box-office title after losing it last week to 20th Century Fox's "A Good Day to Die Hard." The Bruce Willis action sequel faded domestically, but not overseas, where it took in $35.7 million.

With a cumulative total of $93.7 million, "Identity Thief" is the biggest hit so far in 2013. Though the film has been badly reviewed by critics, the road trip duo of McCarthy and Jason Bateman has proved popular at the multiplexes, where no other comedy has been around to challenge it.

More than anything, "Identity Thief" has proven the stardom of McCarthy, following her breakout performance in "Bridesmaids."

"The holding power of a film always gives you an idea of the strength of its concept or its star," said Nikki Rocco, Universal head of distribution. "In this case, it's both."

With the industry gathering for the Oscars on Sunday, it's always a weekend where moviegoers' attention goes more to the Academy Awards than the movie theater. For the fifth week in a row, the box office was down as compared to last year's business

One of the two new films in wide release, Lionsgate's Dwayne "The Rock" Johnson action film, "Snitch," opened with $13 million. That was a decent but not strong showing for "Snitch" in a year where action films have largely fared poorly.

Though "A God Day to Die Hard," the fourth film in the franchise, led the box office last week, it slid 60 percent in its second week to $10 million. But it continued to dominate internationally, bringing it to a three-week worldwide total to $184.8 million. (It opened a week earlier in some countries.)

Earlier action films from Arnold Schwarzenegger ("The Last Stand"), Jason Statham ("Parker") and Sylvester Stallone ("Bullet to the Head") performed far worse.

The other new wide release was the Weinstein Co.'s "Dark Skies," a PG-13 horror film starring Keri Russell. It debuted with $8.9 million.

The down weekend was unlikely to dampen the Oscar celebration. The nine best picture nominees have largely fared well at the box office. This weekend, eight of them are in the top 21 films.

For the first time since the category's number of nominees was extended in 2009, six of the nominees grossed more than $100 million domestically: "Argo," ''Lincoln," ''Les Miserables," ''Silver Linings Playbook," ''Django Unchained" and "Life of Pi." ''Zero Dark Thirty" missed narrowly with $91.6 million going into the Oscars.

"It's one of the best performing groups of nominees I've ever seen," said Paul Dergarabedian, an analyst for box-office tracker Hollywood.com. "Great night for Hollywood, tough day at the box office."

A box-office bump could follow for Sunday's big winners, though any benefit might be better found overseas, where some of the films are still expanding. The best picture favorite, Ben Affleck's Iran rescue thriller "Argo," is already out on DVD in North America.

Estimated ticket sales for Friday through Sunday at U.S. and Canadian theaters, according to Hollywood.com. Where available, latest international numbers are included. Final domestic figures will be released Monday.

1. "Identity Thief," $14 million, ($170,000 international).

2. "Snitch," $13 million.

3. "Escape From Planet Earth," $11 million.

4. "Safe Haven," $10.6 million, ($1.4 million international).

Initial you will need to understand some standard Marketing Sector Definitions:CPM - Expense per thousand impressions (banner ad views) CPC - Expense per Clickthrough (each time somebody clicks on the banner) CPA - Cost per Action (sign ups, filled out forms, purchases, clicks) ROI - Return on InvestmentHow to begin generating additional revenue now:A single very easy solution to get started earning added funds suitable away is always to join an Ad network, though lately a lot of have begun rejecting web-sites simply as a result of the enormous glut of inventory that they already have. Nevertheless my recommendation is that you try to join numerous banner networks like: Adflight, Adtegrity, Marketing.com, BurstMedia, Engage, FastClick, Sonar, ValueClick and Websitesponsors and divide your ad inventory involving those that accept you. In the event you meticulously monitor the final results from each ad network more than a period of one particular to three months you will have the ability to maximize your revenue possibilities by dropping the weakest performing networks out of your web site. One more technique to generate added revenue from your website will be to attempt diverse affiliate programs, each AssociatePrograms and ClickQuick possess a thorough list. I advise which you experiment promoting goods and solutions that fit the profile of your site's audience and calculate how much revenue you happen to be generating per 1000 ad views. Be conscious that a number of affiliate applications are very poor, and will make you particularly tiny income. You'll have to hunt about pretty a little to locate 1 that pays nicely. My recommendation is that you do not run banner ads to promote these affiliate applications, but rather use text links and newsletter ads. Use your Banner ad space for ad networks. Two other options of producing revenue have caught on not too long ago. Number one particular is search box applications in which you put a type on your webpage and get paid on a per-search basis. Search123, SearchTraffic and SearchReferral are all widely used and well respected. You are able to count on to generate three to ten cents per search generated by your web site. The other method of creating revenue, cost-per-action (CPA), is ideal achieved by joining networks like OnResponse, or CyberBounty which will compensate you everytime one of your guests downloads a piece of software package, registers to get a contest or one thing similar. Many people have had good success with these CPA Networks, in particular freebie oriented sites.Your final selection will be to employ an advertising sales representative. This option isn't viable for smaller websites (much less then 1,000,000 page views/month) as several of those rep companies won't even appear in your course unless you have got a great deal of website traffic. Some also charge a sign-up fee of a variety of thousand dollars. The problem with taking this route is that these businesses charge huge commission costs (in the location of 30 to 50%). The upside to all of this really is that you have one less thing in your to do list, and you can concentrate on producing content material for the web-site and constructing targeted traffic levels.Undertaking it Oneself for the long-termUltimately, the only solution to create substantial revenue via marketing will be to do it yourself.Don't even give consideration to selling marketing by oneself unless you get at the least 10,000 exclusive visitors monthly. The additional site visitors you've got, the better the opportunity that you simply will probably be capable to sell advertising by oneself. The majority of advertising dollars go to the Major 25 web sites, and as you can actually consider there is certainly a battle going on for just about every final marketing dollar among tens of 1000s of other websites. Make sure you could have fantastic statistics regarding the guests in your webpage; a log file analysis package like WebTrends can help you with this.Nonetheless with me? Ok, let's move on. So as to do this you will need to:Set up your very own ad serving resolution Pick out ad sizes that you'll be making use of around your web-site Cost your Inventory Make a media kit/advertising information pages Sell newsletter advertising Know what to complete with unsold advertising spaceCalin Jonel, editorhttp://www.best-cheapwebhosting.comIntroduct... to Affiliate Advertising - Part 1/2 That facts does some factors. 1st off it tends to make folks would like to see your promoting. Why some soldiers develop PTSD while others don't

Feb. 21, 2013 ? Pre-war vulnerability is just as important as combat-related trauma in predicting whether veterans' symptoms of post-traumatic stress disorder (PTSD) will be long-lasting, according to new research published in Clinical Psychological Science, a journal of the Association for Psychological Science.

Researcher Bruce Dohrenwend and colleagues at Columbia's Mailman School of Public Health and the New York State Psychiatric Institute found that traumatic experiences during combat predicted the onset of the full complement of symptoms, known as the PTSD "syndrome," in Vietnam veterans. But other factors -- such as pre-war psychological vulnerabilities -- were equally important for predicting whether the syndrome persisted.

The researchers re-examined data from a subsample of 260 male veterans from the National Vietnam Veterans Readjustment Study. All of the veterans in the subsample had received diagnostic examinations by experienced clinicians that included information about the onset of the disorder and whether it was still current 11 to 12 years after the war ended.

Dohrenwend and colleagues focused on the roles of three primary factors: severity of combat exposure (e.g., life-threatening experiences or traumatic events during combat), pre-war vulnerabilities (e.g., childhood physical abuse, family history of substance abuse), and involvement in harming civilians or prisoners.

The data indicated that stressful combat exposure was necessary for the onset of the PTSD syndrome, as 98% of the veterans who developed the PTSD syndrome had experienced one or more traumatic events.

But combat exposure alone was not sufficient to cause the PTSD syndrome.

Of the soldiers who experienced any potentially traumatic combat exposures, only 31.6% developed the PTSD syndrome. When the researchers limited their analysis to the soldiers who experienced the most severe traumatic exposures, there was still a substantial proportion -- about 30% -- that did not develop the syndrome. This suggests that there were other factors and vulnerabilities involved for the minority of exposed who did end up developing the PTSD syndrome.

Among these factors, childhood experiences of physical abuse or a pre-Vietnam psychiatric disorder other than PTSD were strong contributors to PTSD onset. Age also seemed to play an important role: Men who were younger than 25 when they entered the war were seven times more likely to develop PTSD compared to older men. The researchers also found that soldiers who inflicted harm on civilians or prisoners of war were much more likely to develop PTSD.

The combined data from all three primary factors -- combat exposure, prewar vulnerability, and involvement in harming civilians or prisoners -- revealed that PTSD syndrome onset reached an estimated 97% for veterans high on all three. While severity of combat exposure was the strongest predictor of whether the soldiers developed the syndrome, pre-war vulnerability was just as important in predicting the persistence of the syndrome over the long run.

The researchers conclude that these findings have important implications for policies aimed at preventing cases of war-related PTSD.

Given the seemingly potent interaction between combat exposure and pre-war vulnerability, these results emphasize the need to keep the more vulnerable soldiers out of the most severe combat situations.

Dohrenwend and colleagues also point out that the recent conflicts in Iraq and Afghanistan, like the Vietnam War, are "wars amongst the people," and they underline the need for research examining the circumstances in which harm to civilians and prisoners is likely to occur. Such research could provide important clues for preventing such devastating violations of the rules of war.

In addition to Dohrenwend, co-authors on this research include Thomas Yager and Ben Adams at the Mailman School of Public Health at Columbia University; and Melanie Wall of the Mailman School of Public Health and Department of Psychiatry at Columbia University, and the New York State Psychiatric Institute.

The research was supported by the National Institute of Mental Health (Grant R01-MH059309) and by grants from the Spunk Fund, Inc. and a Ruth L. Kirschstein National Research Service Award from the National Institute of Mental Health.

Obama settles on EPA, Energy Department nominees: source

WASHINGTON (Reuters) - President Barack Obama intends to nominate air quality expert Gina McCarthy to lead the U.S. Environmental Protection Agency and nuclear physicist Ernest Moniz to head the Department of Energy as early as this week, according to a source familiar with the process.

McCarthy would likely become the face of Obama's latest push to fight climate change. Currently the assistant administrator for the EPA Office of Air and Radiation, she would replace Lisa Jackson, who stepped down as EPA chief this month.

Moniz, a former undersecretary of energy during the Clinton administration, is director of the Massachusetts Institute of Technology's Energy Initiative, a research group that gets funding from industry heavyweights including BP, Chevron, and Saudi Aramco for academic work on projects aimed at reducing greenhouse gases.

Moniz would replace Steven Chu, a Nobel Prize-winning physicist, who is stepping down.

The source said announcements of the two nominations were possible this week but were more likely to come later.

McCarthy has the respect of environmental groups and a reputation for working well with utilities and state regulators, which bear the brunt of implementing EPA rules.

But she will face tough questions from Republican lawmakers who believe the EPA has gone too far in its rules, which they argue have hurt the economy.

Obama has taken up climate change as one of his main second-term challenges, warning during his State of the Union speech to Congress that his administration would consider taking executive actions to fight the problem if lawmakers fail to revive a market-based system to regulate carbon emissions.

The EPA would likely be the agency to implement such executive actions.

"Gina is a true-blue environmentalist, but she is at least willing to make changes when people have legitimate concerns," said Jeffrey Holmstead, a former EPA official who held McCarthy's current job in President George W. Bush's administration and is now a lobbyist for energy interests.

He said he expected the Senate to confirm McCarthy because she had shown a willingness to work with industry.

A Boston native, McCarthy came to Washington after serving as the top environmental regulator in Massachusetts and Connecticut under Democratic and Republican governors.

Former Massachusetts Governor Michael Dukakis, a Democrat, appointed her chairwoman of a council to oversee a review of a proposed hazardous waste incinerator in the Boston area in 1990.

She later served as an environmental policy adviser to then-Massachusetts Governor Mitt Romney and launched the state's first Climate Protection Action Plan. Romney was Obama's Republican opponent in the 2012 presidential election.

In 2004, McCarthy was appointed to head Connecticut's Department of Environmental Protection under then-Governor Jodi Rell, also a Republican, and helped lead the state into a carbon cap-and-trade system for Northeastern states, known as the Regional Greenhouse Gas Initiative.

SCIENTIST AT THE HELM

By choosing Moniz, Obama would put another scientist at the head of the Department of Energy, despite a sometimes rocky tenure for Chu.

At MIT, Moniz led intensive studies about the future of coal, nuclear energy and natural gas, and he helped attract funding and research momentum to energy projects on campus.

People familiar with Moniz's work said, if chosen, he would bring his own energy and pragmatism to the job.

"He has a kind of boundless enthusiasm that's infectious," said George Shultz, a former secretary of state in the Reagan administration who is head of an advisory committee for the MIT Energy Initiative.

"He knows a lot about the subject in all its dimensions," Shultz said.

Some green groups are skeptical about Moniz because of his support for natural gas and have started petitions against his potential nomination.

They are wary of hydraulic fracturing, or "fracking," a method used by gas drillers to blast sand, water and chemicals into layers of shale to unleash natural gas trapped deep beneath the ground.

Moniz earned kudos for a pragmatic approach toward using research to find ways to reduce carbon pollution from fossil fuels and transition to cleaner forms of energy.

"It's clearly part of his DNA," said Phil Sharp, a former congressman who now leads the research group Resources for the Future and has worked with Moniz on panels.

"Those in the advocacy community who are really deep in the substance find they can work with him," Sharp said.

Oregon lawmakers make Dull and Boring tourism move

SALEM, Ore. (AP) ? Legislative sessions can be dull and boring, but Oregon lawmakers Wednesday moved to commemorate the humdrum ? even if no one is quite sure how.

Based on their mundane names, the rural communities of Dull, Scotland, and Boring, Oregon, formed an international partnership last year to build cultural and commercial connections. And Oregon House lawmakers took that a step further with a vote to make Aug. 9 Boring and Dull Day in the state, putting the name of the U.S. town first despite mild objections from their European counterparts.

The plan, which now heads to the state Senate, is intended to boost tourism, and the date this summer marks one year from the day the towns were officially dubbed a "pair for the ages."

Republican Rep. Bill Kennener, the proposal's sponsor, announced the measure with a meandering, tongue-in-cheek, 10-minute speech ? that never got around to saying what Oregon residents might do in observance.

"While some might be inclined to call this frivolous, the reality is that this attention is attracting tourism and commerce to this Boring section of Oregon" he said, pun intended.

A fellow Republican, Rep. Kevin Cameron, quipped that he spotted an intern falling asleep during the address, drawing laughs from the chamber.

Stephen Bates, the unofficial mayor of Boring, said the idea to pair the communities came from a Scottish biker who had the rather interesting idea while cycling through the sleepy Oregon town last year. Excited by her Boring discovery, she brought news of the town's existence across the pond to Dull, prompting talks between the two lazily named towns.

Bates said he's amazed at the international attention the partnership has received.

When tourists "come to Boring I think they realize people aren't so boring or dull," said Bates, who is ? officially ? chair of the town's Community Planning Organization.

He and a handful of residents plan to visit the Scottish village with a population of 84 in October. Dull is located off a dead-end highway in a spot so precarious that the Boring visit hinges on whether the tour bus will be able to safely turn around.

The Oregon town of 8,000 is located in Clackamas County southeast of Portland and is home to the oldest guide dog training program in the country.

A former resident and ancestor of the town's namesake, Bob Boring said he's delighted the community is getting so much attention.

"It enjoys all the teasing it gets, and it does get a bunch," said the retired math teacher.

"A Boring math teacher," he joked. "What could be worse?"

It wasn't immediately possible to reach anyone in the village of Dull, set in the Scottish Highlands between the River Tay and the deer-filled Dull Wood.

An article published in June in the Scotland on Sunday newspaper said residents generally welcomed the pairing ? even if one or two didn't see much humor in the stunt.

Business owner Donald Riddell was one of the supporters, saying: "People see it as a daft joke, but there is a very serious side to this."

"We employ 30 local people here, on a (side) road, in a recession," Riddell was quoted by the newspaper as saying. "Anything that can put us on the map and keep our staff in jobs has to be a good thing."

Paralympic superstar Oscar Pistorius was charged Thursday, Feb. 14, 2013, with the murder of his girlfriend who was shot inside his home in South Africa, a stunning development in the life of a national hero known as the Blade Runner for his high-tech artificial legs. Reeva Steenkamp, a model who spoke out on Twitter against rape and abuse of women, was shot four times in the predawn hours in the home, in a gated community in the capital, Pretoria, police said. (AP) ? Reeva Steenkamp's last wish for her family before she was shot dead at boyfriend Oscar Pistorius' home was for them to watch her in a reality TV show that went on air in South Africa on Saturday night, two days after her killing.

Sharon Steenkamp, Reeva's cousin, told The Associated Press that the model and law graduate was "proud of being in the show" and asked them in their last conversation to make sure that they watched it.

The South African Broadcasting Corp. aired the "Tropika Island of Treasure" program, showing the late Steenkamp ? the victim of a Valentine's Day shooting at Pistorius' home ? laughing and smiling in Jamaica when it was filmed last year.

South Africans saw her swimming in the ocean and watching people jump off a cliff and into the sea, shaking her head as they leaped.

The country was rocked Thursday when news broke of Steenkamp's shooting death at the upscale house of the Olympic star and double-amputee athlete. Pistorius was arrested and charged with her murder and remains in custody in a police station.

Steenkamp's family said earlier Saturday that they had not been contacted by either the SABC ? South Africa's national broadcaster ? or the show's producers for permission to air it, but were not opposed to it because Reeva wanted everyone to see it.

"Her last words to us personally was that she wants us to watch it," Sharon Steenkamp said, hours before the program was shown.

SABC aired the reality show on its main channel, which prominently featured Steenkamp.

The show's executive producer, Samantha Moon, said going ahead with the show "is what she would have wanted."

Steenkamp, a 29-year-old blonde model who graduated from law school, died after suffering four gunshot wounds, police said. Officers recovered a 9 mm pistol from Pistorius' house and quickly charged the Olympian with murder over Steenkamp's killing.

Pistorius will appear in court Tuesday for a bail hearing, something police have said they oppose. Prosecutors also say they will pursue upgraded charges of premeditated murder against him, which means the disabled icon and double-amputee runner could face a life sentence.

Steenkamp is known in South Africa for appearing in commercials and as a bikini-clad model in men's magazines.

Pistorius and Steenkamp met Nov. 4 at the Kyalami race track, which sits between Pretoria and Johannesburg and has been used for Grand Prix and Formula 1 races, said Justin Divaris, a mutual friend.

Divaris said his own girlfriend was a close friend to Steenkamp. The two immediately hit it off and decided in the spur of the moment to attend a sports award ceremony together the same night, Divaris said. At the time, Pistorius had been dating another woman and his personal life was constant fodder for gossip pages.

Later, however, problems may have started, as police have said there were previous domestic altercations at Pretorius' home in a gated community near South Africa's capital, Pretoria.

A Steenkamp family spokesman said late Friday that relatives still faced a long struggle to come to terms with her killing.

"I can't see the family getting over this shortly," Reeva's uncle, Mike Steenkamp said. "It's going to be a long, long-term reconciliation with a lot of things and issues."

Family members plan for a memorial service next week for the model in Port Elizabeth, her hometown on South Africa's southern coast. Pistorius has a court appearance scheduled in Pretoria next week for his lawyers to argue that he can be released on bail.

Portions released earlier Saturday of the reality show, sponsored by a milk fruit drink, feature Steenkamp laughing and smiling on the beaches of Jamaica. Another portion shows her swimming with two dolphins, which tap her on the cheek with their snouts.

"I think the way that you go out, not just your journey in life, but the way that you go out and the way you make your exit is so important," Steenkamp says in the video. "You either made an impact in a positive or a negative way, but just maintain integrity and maintain class and just remain true to yourself.

"I'm going to miss you all so much and I love you very, very much."
